Uniform Dwelling Code (WI Ch. SPS 320, 321 & 322)
This is an online continuing education course designed for Dwelling Contractor Qualifier and Manufactured Home Installer licensed in the State of Wisconsin. The course provides a comprehensive overview of Wisconsin Administrative Code Chapters SPS 320 (Administration and Enforcement), SPS 321 (Construction Standards), and SPS 322 (Energy Conservation), with emphasis on their practical application in residential construction, life safety, fire protection, and energy efficiency compliance.
This online interactive video presentation examines key provisions related to fire-resistive construction, exits and fire escapes, structural design requirements, residential construction standards, insulation requirements, thermal envelope performance, ventilation, and energy conservation measures. Participants will gain an understanding of how these regulations establish minimum standards intended to protect occupant safety, improve building performance, and ensure durable and code-compliant construction practices. The course is divided into three parts:
Part I focuses on Chapter SPS 320, specifically Subchapters V and VII, which address the approval and inspection of modular homes and their components, as well as variances, appeals, violations, and penalties. Participants will review requirements for the manufacture, sale, installation, and approval of modular homes; the use and effect of the Wisconsin insignia; and the suspension or revocation of approvals. The presentation also explains procedures for requesting variances, appealing orders or determinations, obtaining extensions of time, and addressing violations and penalties under Wisconsin’s Uniform Dwelling Code.
Part II reviews Chapter SPS 321, which establishes construction standards for one and two-family dwellings. Participants will examine design loads, structural materials, fastening requirements, exits and egress systems, stairways, fire separation requirements, foundations, wall and roof construction, and related structural safety provisions. The course highlights how these standards establish safe and durable residential construction practices throughout Wisconsin.
Part III examines Chapter SPS 322, which governs energy conservation requirements for one and two-family dwellings. Participants will explore insulation requirements, thermal envelope design, HVAC efficiency standards, air leakage control, vapor retarders, ventilation requirements, and energy compliance methods. The presentation explains how energy conservation standards improve energy efficiency, occupant comfort, moisture control, and long-term building performance.
